Programs
Concealed Carry Weapons Training and Qualification
Semper Safe is an approved concealed carry weapons training vendor for the Orange County Sheriff's Department, Riverside County Sheriff's Department, and the Whittier Police Department. We provide training for everyone who has a desire to learn in a safe, secure, nonintimidating, and friendly environment.
Classroom training is available in person and via Zoom online (Zoom for Orange County Only) for your convenience.

Authorized by the Department of Justice to issue Firearm Safety Certificates required for any person who wants to acquire a firearm.

New Concealed Carry Weapons Training and Qualification SB2 Compliant
This initial 2 day Concealed Carry Weapons course provides high quality, comprehensive, in-depth training that meets the requirements of the Orange County Sheriff's Department, Riverside County Sheriff's Department, and Whittier Police Department for the issuance of an initial Concealed Carry Weapons Permit.
This course is required for applicants requesting approval for an initial Concealed Carry Weapons Permit from the Orange County Sheriff's Department, Riverside County Sheriff's Department, or Whittier Police Department.
Applicants must complete the 2 day course and pass the initial live fire shooting qualification.
In addition to completing this course all applicants must still complete the application process and are required to submit a completed application to the Orange County Sheriff's Department, Riverside County Sheriff's Department, or Whittier Police Department.

Course Requirements
- Eye Protection

- All firearms that will be on the CCW
- Red-dot optics are authorized (Other modifications are not recommended)
- 24 rounds of ammunition per firearm (No steel case)
- 72 rounds of ammunition per firearm for Whittier (No steel case)
- Firearms belt (leather or nylon)
- Holster (Inside or outside of the waistband)
- Prohibited holsters include ankle, shoulder, serpa, and pocket
- Two magazines per firearm (Additional magazines are authorized and recommended)
- Proper range attire
- PLEASE KEEP ALL FIREARMS LOCKED AND IN A SECURED CONTAINER. DO NOT ARRIVE TO THE COURSE WITH A LOADED AND OR CONCEALED WEAPON(S). SAFETY IS OF THE UTMOST IMPORTANCE
Live Fire Shooting Qualification
- Demonstrate the ability to safely load, unload, and reload all firearm(s) that shall be listed on the permit
- Orange County-24 total rounds fired at standard silhouette B-27 scoring targets placed 3, 5, and 7 yards from the shooter; 8 rounds per distance
- Riverside County-18 total rounds fired at standard silhouette B-27 scoring targets placed 7, 10, and 15 yards from the shooter; 6 rounds per distance
- Whitter Police Department-72 total rounds fired at standard silhouette B-27 scoring targets placed 3, 5, and 7 yards from the shooter; 24 rounds per distance. Additionally, all subsequent firearms, 20 total rounds (10 rounds at 5 yards and 10 rounds at 7 yards)
- A passing score of 70% is required using the same firearm(s) that shall be listed on the permit
